Article 2, Section 2, Paragraph 3

What Happened?

The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.

Filling of Vacancies

This, fortunately, should not be an issue in the Kingdom of God. However, until then, people die, get sick or become incapacitated in several different ways. In order for each State to have equal representation in the Senate, if there is a vacancy, the President may appoint a temporary replacement for the next session. This allows each State to have enough time to set up a replacement.

The Senate is a duplicate of the 70 replacements that Moses appointed to help him judge Israel.

Numbers 11:24, "And Moses went out, and told the people the words of the LORD, and gathered the seventy men of the elders of the people, and set them round about the tabernacle."

There is confusion when these heads of tribes are considered to be distinct and a separate entity from the judges. This assumption has caused a wrong separation of powers. While the intentions may have been good when the country was founded, a careful study of who the 70 men were indicates they were both judges and leaders in the tribes. There cannot be a separation of such powers, because the judges will lead in one direction and the leaders in another and there will not be continuity in government. Instead there is a breakdown of power and ability, which is exactly what the American founders sought to produce.

Exodus 18:21-22, "Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating covetousness; and place such over them, to be rulers of thousands, and rulers of hundreds, rulers of fifties, and rulers of tens: And let them judge the people at all seasons: and it shall be, that every great matter they shall bring unto thee, but every small matter they shall judge: so shall it be easier for thyself, and they shall bear the burden with thee."

In God’s Kingdom, elders will also be judges. There is no need to separate powers, with God visibly ruling and reigning. There will not be any corruption of government in heaven.
