Article 2, Section 1, Paragraph 6
In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the Same shall devolve on the Vice President, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected.*
Officer Acts as President
It is important that Congress never have the opportunity to appoint their own president. This could upset the balance of power in the government. Before an emergency, Congress has the right to lay out a plan of presidential replacement, should the need arise. This plan is only to be temporary until a president can be elected by the electoral college.
Biblical examples of such stand-in leaders demonstrate that they are not the solution to the problem.
While Moses was away, his older brother became the president of Israel. Moses felt he could not handle the job alone, and so God put him with his brother, letting his brother do most of the talking. This made it appear as if Aaron was one of the great leaders of Israel, when in fact this was not the case. While Moses was busy for 40 days talking to God, Aaron was with the people and setting up an idol. Under his leadership the people became involved in utter depraved drunkenness and debauchery. God sent Moses back to the camp, and Moses had to destroy the idol and order the execution of many citizens.
Exodus 32:20-21, "And he took the calf which they had made, and burnt it in the fire, and ground it to powder, and strawed it upon the water, and made the children of Israel drink of it. And Moses said unto Aaron, What did this people unto thee, that thou hast brought so great a sin upon them?"
When Nabopolaser was away, Belshazzar sat on the throne, leading in a drunken orgy, when the kingdom of Babylon was ended and Persia took the throne.
Daniel 5:30-31, "In that night was Belshazzar the king of the Chaldeans slain. And Darius the Median took the kingdom, being about threescore and two years old."
