Article 2, Section 1, Paragraphs 4-5
The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.
No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any Person be eligible to that Office who shall not have attained to the Age of thirty five Years, and been fourteen Years a Resident within the United States.
Electors Are Citizens
This principle is of vital importance in all areas of life. Bringing in strangers to lead is not right or fair to those in a group. This is true in the family, business, politics, and church. Having strangers teach our children in the family is a horrible mistake, when God specifically instructs parents to do it. Having strangers run a business is wrong, unless one is seeking to change it to honor God, and must seek outside help to do so. Strangers in this case must be carefully selected based on character and moral stamina. The church needs to grow its pastors from inside the church, unless just starting. Politics is no different. Having foreigners or recent immigrants in office will do harm to the country.
Deuteronomy 17:15, "Thou shalt in any wise set him king over thee, whom the LORD thy God shall choose: one from among thy brethren shalt thou set king over thee: thou mayest not set a stranger over thee, which is not thy brother."
Pharaoh faced a real crisis. He was warned by God that disaster was going to come, well ahead of time, so that proper measures could be taken to insure survival of the region. He did not have anyone in his kingdom that had the wisdom to interpret his dream, nor wise enough to design a means to manage the days coming. He recognized real ability in Joseph and chose Him to run the country. Joseph was proven to be a national hero for several centuries to follow.
Genesis 41:39-41, "And Pharaoh said unto Joseph, Forasmuch as God hath shewed thee all this, there is none so discreet and wise as thou art: Thou shalt be over my house, and according unto thy word shall all my people be ruled: only in the throne will I be greater than thou. And Pharaoh said unto Joseph, See, I have set thee over all the land of Egypt."
