Article 1, Section 10, Paragraph 3
No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
No Troops or War Vehicles
States find ways to employ!
States also had to give up their rights to keep their own army, have warships, or make war pacts with other states. During times of peace, there should not be a need to keep battle gear and troops in action.
Security is a fickle thing. Having an army and great weaponry only gives a citizen a false sense of security. Words and appearance are hollow things. If God does not protect a place, it has no hope of survival.
Jeremiah 8:11, "For they have healed the hurt of the daughter of my people slightly, saying, Peace, peace; when there is no peace."
Psalm 127:1, "A Song of degrees for Solomon. Except the LORD build the house, they labour in vain that build it: except the LORD keep the city, the watchman waketh but in vain."
States can exist without much threat if they honor the Lord with their laws and in what they do.
Samuel warned that a king would take the best of citizens and make them captains and officers, of agriculture and the food industry!
1 Samuel 8:12-13, "And he will appoint him captains over thousands, and captains over fifties; and will set them to ear his ground, and to reap his harvest, and to make his instruments of war, and instruments of his chariots. And he will take your daughters to be confectionaries, and to be cooks, and to be bakers."
Although state governments may not have troops or war vehicles, Samuel was right! Instead they employ a huge service industry of incompetence and inefficiency!
California has 34 million people. 1.5% are being punished for crimes. 1% are employed directly by the many layers of government.
