Article 1, Section 10, Paragraph 2
No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it’s inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Controul of the Congress.
Profits Are U.S. Money
Owners carry greater risk.
Expenses can be deducted from the import and export fees that the States impose in order to do inspections and enforcement of the Federal laws. The Constitution wants to make sure that any money not used goes to the U.S. Treasury.
The principle being applied is that of a servant to a master. When one works for another, the profits are not the worker’s but the employer's. How the profits are used is the decision of the employer. Sharing the profits with an employee is a wonderful option, but not required. In the area of taxation and government fees, there should not be a profit. The fees should just cover reasonable expenses.
The American public education system has been teaching humanistic and socialistic ideals. The result of this indoctrination is a belief that employees (Biblically termed servants) are to get any and all profits. This philosophy completely ignores the fact that the employer has the greater risk exposure and obligation. He has to meet and comply with numerous and constantly increasing government regulations and intrusions, pay numerous fees (always being inflated), take the risk of health care, worker’s compensation, overhead expenses due to custodial work, building maintenance, taxes and constant upgrading and expansion efforts. The employer is also plagued by constant personnel changes, hiring, rule enforcement, morale, training, equipping, retirement provisions, etc. Covetousness is the real problem.
Proverbs 1:19, "So are the ways of every one that is greedy of gain; which taketh away the life of the owners thereof."
Psalm 10:3, "For the wicked boasteth of his heart’s desire, and blesseth the covetous, whom the LORD abhorreth."
