The U.S. Constitution in Light of Eternity

by Rev. Clinton Macomber

Article 1, Section 9, Paragraphs 4-6

No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken.*

No Tax or Duty shall be laid on Articles exported from any State.

What Happened?

No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one State over those of another; nor shall Vessels bound to, or from, one State, be obliged to enter, clear, or pay Duties in another.

* An astericks indicates that the previous portion has been amended.

So What Happened?

Taxation is supposed to be a flat fee for all. This is the only fair way to tax. The Government has abandoned this law to form rated income and business taxes. The more one makes, the more one theoretically has to pay. Thus, success is penalized.

Interstate commerce involves many liability issues. What does a buyer do when the goods are inferior or fraudulent? How does one get replacement parts or refills when the vender travels? How can one verify the integrity of the dealer and product? These issues have plagued mankind throughout history. Only a government from Heaven will be able to adequately handle such issues.

While the Constitution prohibits taxation of goods that cross State lines, Government will look for ways to get around this law. They already have found a way. If a company has any offices or warehouses in the state where the sale is done, the goods are taxed even if they cross state lines to be delivered to the customer. This is a violation of the U.S. Constitution.

In God’s Kingdom of the future, the first rule of a flat tax is in fact found in Scripture, but only when a Census is needed. The other rule about ports of entry will be valid because it is wrong to charge traveling merchants a tax to pass. Their presence will bring income to local people.

God has already announced that highways will exist to bring everyone to the Temple in Jerusalem for the Feast Days each year. As people travel and carry goods, there will be a wonderful sharing of goods and services and so benefit to all.

Zechariah 14:17, "And it shall be, that whoso will not come up of all the families of the earth unto Jerusalem to worship the King, the LORD of hosts, even upon them shall be no rain."
