The U.S. Constitution in Light of Eternity

by Rev. Clinton Macomber

Article 1, Section 8, Paragraphs 18

What Happened?

To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.

Laws about Departments & Officials

Federal Employees Congressionally empowered.

This is another safely clause. This makes sure that there will not be a way to organize or authorize Federal departments or employees that are exempt from the laws set by the Congress. This is to protect the American people and the States against a misuse of authority.

Congress is a combination of a representation of the States and the Citizens of the United States. To keep the Federal Government from becoming uncontrollable, the Congress needs to be able to limit or grant powers as deemed necessary to any department or employee. They also need to have the authority to eliminate harmful agencies, or at least restrict authority.

Being an employee of the Government is a delicate balance of humble authority. The Constitution considers Federal Employees to be servants of the States. They are not lords or noblemen. They are there to serve in the interests of those they represent.

John the Baptist warned soldiers not to strike against their government. They are servants of the Government and the people. This means they cannot strike, because going on "strike" indicates they do not understand their position in society.

Luke 3:14, "And the soldiers likewise demanded of him, saying, And what shall we do? And he said unto them, Do violence to no man, neither accuse any falsely; and be content with your wages."

A Department is a specialized subdivision or branch of Government that deals with a particular concern. One of the responsibilities of Congress is to make sure that each Department of the Government is constitutionally based. It is easy to start Departments that gain momentum and overstep their legal and moral bounds. It is up to us to make sure we let our Representatives know of Departments that must be brought back to their purpose or eliminated.

Exodus 15:3-5, "The LORD is a man of war: the LORD is his name. Pharaoh’s chariots and his host hath he cast into the sea: his chosen captains also are drowned in the Red sea. The depths have covered them: they sank into the bottom as a stone."
