Article 1, Section 8, Paragraphs 18
To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.
Powers as Granted in the Constitution
Power must answer to God.
This is a safety clause. The Constitution cannot be changed unless the majority of State Legislatures agree. The States when in agreement have the larger authority, and can grant Federal powers as well as limit them.
All authority comes from God. Granting authority does not absolve one of the deeds done by the delegated power. God can tell when responsibility is shirked. He holds the irresponsible ones who ‘delegate’ their authority to a higher standard for any sin committed.
John 19:11, "Jesus answered, Thou couldest have no power at all against me, except it were given thee from above: therefore he that delivered me unto thee hath the greater sin."
Our problems come from wrestling over authority and power. The devil seeks to usurp authority over God’s people through God-granted government power. We seek to limit the powers of Government to those things that please God. As a result, most of our physical problems are spiritually related.
Ephesians 6:12, "For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places."
Because of the spiritual struggle of evil against godliness, it is imperative that God’s law, as found in Scripture, be the foundation and standard of law for a country. Trying to summarize or restate what is holy is a waste of time and effort.
The Constitution limits the powers and authority of Congress to making laws that concern the governing of the United States of America. This branch is not to become a World or State power. It is not to involve itself in anything other than the U.S. Government. It does not have the power to make laws that set up powers outside the United States. This means they have no authority to transfer power to the United Nations or even to such things as NATO or GATT, or any other world or regional tribunal, court, or power.
