Article 1, Section 8, Paragraphs 17
To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;—And
So What Happened?
Our Federal Government has not honored the Constitution by remaining within the 10 square mile bounds given to it. It has expanded its ownership of property to now include over a ¼ of the land in the United States.

The Congress has taken an allowance for a meeting hall with appropriate military protections, and turned it into a completely separate country. Not only do Congress personnel move to this place to live during terms of office, but they have their own laws and industry. The District of Columbia is filled with many non-government workers as well. The Federal Government Officials were to live with the Citizens in the various districts to be able to represent them properly in brief Government meetings. They were not to move off to a posh lifestyle far removed from the American people.
