To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;—And

Power corrupts when given freely.
The Federal Government needs to have places to put the Navy, as well as other things that may arise. The Congress is to govern the purchase and agreements for these places. It must be remembered that the discussions were to remain with the States. The States would have the right to evict the Federal Government should there be a problem.
It should also be noticed that no provisions are made for Federal lands on foreign soil. Our Government does not have a right to station our military on Foreign Soil, or Foreign Waters. The only reason would be a very limited and temporary situation during a limited war to free Americans from hostage situations on foreign soil. After this, the American presence would immediately leave. American service personnel would go home to their regular businesses and responsibility.
Our Federal Government would be in quite a spot if it came to the point where it would not be hosted anywhere! This is a great way to balance the overstepping bounds of power and high-mindedness. At this time there are several States objecting to ammunition dumps being done on their land, and others that object to military hazardous and radioactive waste being transported through their jurisdictions. This should give the Federal Government great pause, but instead the Federal Government waves powerful political clout in the form of programs and monetary incentives. These are bribes. State officials quickly step aside once the bribes are big enough.
Israel did not have trouble with government controls until they elected a King to dominate the country. Samuel warned of the repercussions of their choice. A ruling class when given undo power will use it and extract everything they can from those subservient to them.
Ezekiel 34:10, "Thus saith the Lord GOD; Behold, I am against the shepherds; and I will require my flock at their hand, and cause them to cease from feeding the flock; neither shall the shepherds feed themselves any more; for I will deliver my flock from their mouth, that they may not be meat for them."
