Article 1, Section 8, Paragraphs 17
To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;—And
Government District
The Congress is to provide the rules that govern Federal Property. The Federal Government cannot just seize property, but can be offered property where the States withdraw jurisdiction.
They set an ample limit to the amount of land that could serve as the seat of the Government. This was done because of a group of 80 unpaid, weary soldiers who marched in to Congress and frightened the officials into running out of town. The Philadelphia city and State Authorities would not do anything to protect the Congress. It was felt Congress needed to have jurisdiction over their meeting place.
Fortunately, with God as the Law maker, in Heaven, we will not have to worry about new laws showing up, or lawmakers being threatened. Lawmakers will not need their own town to conduct business!
James 4:12, "There is one lawgiver, who is able to save and to destroy: who art thou that judgest another?"
The Government Seat was not to become a separate Country! Nor was it to be a city. Congress was supposed to use a meeting hall. The rest of the land might need to be a protecting fortress where other meetings might take place and where supplies would be kept in case of a siege.
