Article 1, Section 8, Paragraphs 16
To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;
Governing as Militia Employed
An Employer is to govern well.
Militias are community organizations that can compete with other militias to maintain battle readiness. They can be called up through the State Government to serve the Federal Government when necessary.
The wording limits the powers of Congress so that the Militias do not become the property of the Federal Government. They can be hired temporarily on an as-needed basis.
When military services are kept temporary, volunteers will come forward when a battle is important. Hiring a Militia to do the job, would almost be unnecessary. If Militias were in many different foreign jobs, as the Military is today, it would be close to impossible to get soldiers to represent this country, especially when it means wearing a blue UN helmet, and co-operating with different uncouth armies from very heathen lands.
In the Revolutionary and Civil Wars, many citizens went into deep financial debt to fund the efforts. George Washington even begged certain citizens, unable to fight, to go collect funds and run their credit to the limit to fund the effort (Thomas R. Eddlem, "Financier of Freedom" New American. Nov. 18, 2002, pp. 37-39).
When a person is employed, they are servants to the Employer. The Employer has the complete right and is obligated to govern actions of the Employee.
Titus 2:9-10, "Exhort servants to be obedient unto their own masters, and to please them well in all things; not answering again; Not purloining, but shewing all good fidelity; that they may adorn the doctrine of God our Saviour in all things."
God makes it clear that He expects obedience to the Government in all areas, if possible. Daniel serves as an example of the right attitude when made citizens of a heathen power.
