Article 1, Section 8, Paragraphs 16
To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;
Rules of Organization
Congress is to provide for the Militia when it is going to serve Federal Interests. Naturally, the Federal Government should pick up the costs involved in organizing and arming a Militia. The rules and penalties are also to be provided by Congress.
It is unfortunate that Scripture was not simply quoted to govern this land. God set the rules of organization in Numbers 1-2. The Army was organized by families and their heads. This is the best way to control a group. The head of each family would know the capabilities of their family better than a stranger. The family heads were organized by divisions and family tribes. Heads of the military were appointed. These officers appointed captains from the family heads.
Deuteronomy 20:9, "And it shall be, when the officers have made an end of speaking unto the people, that they shall make captains of the armies to lead the people."
Militia Units were joined to other Units to create Companies. The Rank of the Officer indicated how many soldiers he commanded.
Numbers 31:14, "And Moses was wroth with the officers of the host, with the captains over thousands, and captains over hundreds, which came from the battle."
Families would fund their own soldiers, so a tax was not necessary to be collected. Loot from the war would normally be the reimbursement of the battles.
