Article 1, Section 8, Paragraphs 11-13
To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;
To provide and maintain a Navy;
So What Happened?
Our country has abandoned the ideals that made this country a great nation. One of the ideals was the staying away from war unless it directly threatened us. Another ideal was that there would not be a standing army. Instead, citizens would be armed and commissioned by the government in time of need. Citizens not only needed to be vigilant to make sure that they were not attacked from outside the borders, but they needed to make sure that their government did not become overbearing and overstep its authority.
Unfortunately, the citizens abandoned vigilance and choose to allow their freedoms to be taken away. As time goes on, the government is bloating beyond control and the citizens are loosing influence. We are now at a high risk of the huge militaries of any country to come and attack United States Citizens. Even dangerous residents (legal or otherwise), can freely roam our streets and kill citizens, without fear of being fired upon by citizens, or a police force.
Citizens have been hammered with the Socialistic philosophy that only the "experts" should handle raising children, providing protection, deciding politics, etc. As is proven repeatedly, the "experts" are worthless at getting a job done. Citizens that are willing to take an active role find criminals, locate contraband, spot enemies and aliens, etc. Without an involved citizenry, police forces and armies are worthless expenses.
It was felt that our country needed a Navy to protect the shores of this country. Nowadays, a Navy ship can literally serve as an ocean going army base complete with airports, rocket launchers, mess halls, barracks, and just about any service imaginable. A Navy ship can be a real threat to a country and citizens. Instead of simply patrolling our shores, our Navy is found all over the world, and is involved in multiplied conflicts.
