To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;
To constitute Tribunals inferior to the supreme Court;
To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;

It falls to the government to protect business endeavors so that the inventor or author can gain an income from their own work. This is simply a protection from thievery, and a balance between private use of information and public access.
The philosophy that governs information is aptly stated:
Ecclesiastes 1:9, "The thing that hath been, it is that which shall be; and that which is done is that which shall be done: and there is no new thing under the sun."
Some information may be critical to the public good; the government wants it to be available as public domain as soon as possible. Examples include medical information (prescription drugs), advances in engineering (vehicle, aircraft, rockets), innovations in industry (robots, building materials), progress in agriculture, etc.
Socialistic principals do not reward the endeavors of individuals, but claim them for the “common good" of all. This stops progress in its tracks.
Ephesians 4:28, "Let him that stole steal no more: but rather let him labour, working with his hands the thing which is good, that he may have to give to him that needeth."
God’s plan is that a person would receive benefit from the things they work at, so they can benefit others by giving gifts. Because of the selfishness of some and the covetousness of others, the government must balance these things today.
