The U.S. Constitution in Light of Eternity

Article 1, Section 7, Paragraph 2

What Happened?

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States: If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.

Ten Day Evaluation Limit

The President is to be a reality check for laws.

In order to meet this obligation, the President must be aware of the bills. They do not leave the President much time to respond, so that the members of the house will be able to reconsider their vote if necessary.

The ten days come from the time requested by Daniel to evaluate a diet change. It is short enough to not cause a big stir, but long enough to tell a difference. Daniel asked to be proven. This is putting something to the test to see if there is anything that can be made to go wrong. The implication is the bill should really be examined and tested for appropriateness and fairness. If there is a fault, the President needs to write it up and send the bill back.

Daniel 1:12, "Prove thy servants, I beseech thee, ten days; and let them give us pulse to eat, and water to drink."

God sets things up in weeks and expects mankind to learn to operate within a week’s framework. Ten days is generous, because it is extending a week and a half to arrive at a decision.

There is another vista to this law. Congress cannot be so careless that they simply pass a bunch of laws and go home. The president may veto their laws, and so cancel them, requiring the laws to be reconsidered at a new session, by a new Congress. Their job is not done until the President signs their bill.

God teaches that we are not to do things with anything less than our full effort and attention. First, Solomon taught that this life is the only chance we have of setting the record. Later Paul taught that everything we do should be done as for the Lord instead of for someone on earth.

Ecclesiastes 9:10, "Whatsoever thy hand findeth to do, do it with thy might; for there is no work, nor device, nor knowledge, nor wisdom, in the grave, whither thou goest."

Colossians 3:23, "And whatsoever ye do, do it heartily, as to the Lord, and not unto men;"
