The U.S. Constitution in Light of Eternity

by Rev. Clinton Macomber

Article 1, Section 7, Paragraph 2

What Happened?

Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States: If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.

Reconsidering a Vetoed Bill

There are laws that the President will not like, but should be passed. Examples might include things that would directly impact his office or his business. This process allows laws to pass, even if the president vetoes them.

The over-riding of a veto needs to be taken very seriously. The system was designed to give every opportunity for a bill to fail, unless the law is deemed absolutely necessary.

Being an over-ride of a president’s objections, it requires a 2/3rd majority to pass.

This same principle should govern every citizen’s life. If a leader vetoes a decision someone has made, the objection of the leader should be respectfully and honestly considered. If there seems to be overwhelming evidence that the leader made a wrong choice, the reasons it is wrong should be carefully itemized and the overwhelming majority of evidence presented to override the wrong decision. The problem is that understanding of issues can only come from God, so there has to be a holy life and attitude to enable the process to work. Understanding is controlled by God and can only come by asking Him for help. When we harden our hearts we reject understanding and wisdom.

2 Timothy 2:7, "Consider what I say; and the Lord give thee understanding in all things."

Mark 8:17, "And when Jesus knew it, he saith unto them, Why reason ye, because ye have no bread? perceive ye not yet, neither understand? have ye your heart yet hardened?"
