Article 1, Section 7, Paragraph 2
Every Bill which shall have passed the House of Representatives and the Senate, shall, before it become a Law, be presented to the President of the United States: If he approve he shall sign it, but if not he shall return it, with his Objections to that House in which it shall have originated, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law. But in all such Cases the Votes of both Houses shall be determined by yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of each House respectively. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law.
Bills Are Presented to the President
God's Law is perfect.
This is a wise check and balance. The Representatives are to represent the wishes of the citizens, and do what is right for them. The Senators are to represent the wishes of the states, and do what is right for them. The president then evaluates the bills for what is needed and right for the citizens, states, and primarily, the Federal Government. In this manner, representatives of the three levels of government should block things, if they would not be proper or right for their division. This would block most laws.
When the law finally passes with so many in agreement over the law, the law would be firmly established. It is with great skill and guidance that a purpose is established.
Proverbs 20:18, "Every purpose is established by counsel: and with good advice make war."
These checks and balances are only necessary because of the selfish nature of humanity. God loved the world enough to send His Son to die for it. His law protects all elements of society. His law does not need to run the test of various elements. His law is perfect and leads to reform.
Psalm 19:7, "The law of the LORD is perfect, converting the soul: the testimony of the LORD is sure, making wise the simple."
