Article 1, Section 7, Paragraph 1
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
Senate Proposes or Amends
Senators only amend or propose tax bills.
Representatives only serve a 2-year term, so constitutionally they are on a short leash among their friends and coworkers.
Representatives were there because "taxation without representation is tyranny."
Senators provide the stability of representing the interests of the States, being elected by the State Legislatures.
The president acts as a representative of the federal level. His vice-president was to be the president of the Senate.
Unless all three groups could agree on things, bills could not pass. The federal government was to guard the rights of states and the general protection of all citizens. It is in this light that the Senators were to propose or concur by amendment to those things the Representatives initiate on taxation.
An amendment is something that has come to be known for what is added to soil in order to promote healthier plant growth. As such amendments are supposed to be ideas in written form that will clarify and enable prosperity among the citizens.
This word is found in Scripture in reference to improving something.
2 Chronicles 34:10, "And they put it in the hand of the workmen that had the oversight of the house of the LORD, and they gave it to the workmen that wrought in the house of the LORD, to repair and amend the house:"
Hebrews 12:13-14, "And make straight paths for your feet, lest that which is lame be turned out of the way; but let it rather be healed. Follow peace with all men, and holiness, without which no man shall see the Lord:"
