Article 1, Section 7, Paragraph 1
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills.
Taxes Originate in the House
Taxation is to have a face and name.
This provision should stop all but the most minimal and extremely necessary source of federal income. The House is supposed to be made up of local people, who are going to represent their friends and business. They would know the burden all too well of taxes, and seek to never let them gain a foothold.
If they did approve any taxes, in the next session they would be voted out! A representative would not want to face his friends and explain why the House initiated a tax upon them, unless there was no other thing to do! Representatives would naturally be seeking to limit the taxation level.
Alexander Hamilton mentioned that "revenue is the essential engine" to fund "no possible limits" of cost for "the duties of superintending the national defense and of securing the public peace against foreign or domestic violence (The Federalist Papers. Oak Harbor WA: Logos Research Systems, 1998. no. 31, 6-7).
An example of the rage that is felt all across the nation when forced to pay a tax is seen in the action of Israel against the tax assessor of Judah.
1 Kings 12:18, "Then king Rehoboam sent Adoram, who was over the tribute; and all Israel stoned him with stones, that he died. Therefore king Rehoboam made speed to get him up to his chariot, to flee to Jerusalem."
United States citizens would be able to confront the Representative, Senator, as well as the tax collector over taxes. They could also befriend him and minister to him as the Savior did. In Scripture, the tax collector was called a publican.
Luke 19:2, "And, behold, there was a man named Zacchaeus, which was the chief among the publicans, and he was rich."
Luke 19:6, "And he made haste, and came down, and received him joyfully."
