Article 1, Section 5, Paragraph 1
Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.

The Houses must police themselves lest they become corrupted.
This provision could do much to correct the corruption of the Houses. The setting and upholding of high standards of conduct and reputation would purge the disreputable membership of the houses.
Also, the election of senators would not have been taken from state legislatures and given to popular vote.
Where “political machines” and influence peddling was influencing the election, the perpetrators should have been prosecuted.
