Article 1, Section 4, Paragraph 2
The Congress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December,* unless they shall by Law appoint a different Day.
Meeting Once Each Year
Limit the amount of meetings, and perversion is also limited.
It seems absurd that the Constitution would be afraid the Senate would not meet each year unless forced to by law, when today they seem to meet endlessly.
However, does their constant meeting serve any real need or purpose? The intention was to keep the Federal government small, and the laws few and generalized.
Almost all functions of the Federal government today are unconstitutional, overwhelming and intrusive.
The December meeting date was changed to January in 1933. They still made it the annual meeting date. This date correlates to the changing terms of Senators and the President.
Much time in Congress is given to speeches, yet it is the refraining from words that proves wisdom.
Job 13:5, "O that ye would altogether hold your peace! and it should be your wisdom."
Proverbs 15:2, "The tongue of the wise useth knowledge aright: but the mouth of fools poureth out foolishness."
Allowing all these words to go on is actually inviting destruction.
Proverbs 13:3, "He that keepeth his mouth keepeth his life: but he that openeth wide his lips shall have destruction."
Psalm 12:3-4, "The LORD shall cut off all flattering lips, and the tongue that speaketh proud things: Who have said, With our tongue will we prevail; our lips are our own: who is lord over us?"
In fact, the frustrating contention and “partisanship” is from all the words uttered at the Capitol.
Proverbs 26:20-23, "Where no wood is, there the fire goeth out: so where there is no talebearer, the strife ceaseth. As coals are to burning coals, and wood to fire; so is a contentious man to kindle strife. The words of a talebearer are as wounds, and they go down into the innermost parts of the belly. Burning lips and a wicked heart are like a potsherd covered with silver dross."
Titus was ordered to stop the excessive talk in the churches because of the heresy that results.
Titus 1:10-11, "For there are many unruly and vain talkers and deceivers, specially they of the circumcision: Whose mouths must be stopped, who subvert whole houses, teaching things which they ought not, for filthy lucre’s sake."
Limits in time cause action to be taken on only the most serious problems. It also limits the amount of dealing, wrangling, bribery, coalition building, and deviant behavior. Senators could vote on merits instead.
