The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided.
The President of the Senate
The Senate is governed by the Vice President.
In order to make sure that the President stays in touch with the States and their interests, the Vice President was made the President of the Senate.
By making the Vice President the chairman, no one State would gain power and prestige while its Senator was chairman. Each state instead would have equal representation and equal difficulties.
This whole issue is mute in the Millennium, since the government is patriarchal and heavenly instead of political.
