Article 1, Section 3, Paragraph 2
Immediately after they shall be assembled in Consequence of the first Election, they shall be divided as equally as may be into three Classes. The Seats of the Senators of the first Class shall be vacated at the Expiration of the second Year, of the second Class at the Expiration of the fourth Year, and of the third Class at the Expiration of the sixth Year, so that one third may be chosen every second Year; and if Vacancies happen by Resignation, or otherwise, during the Recess of the Legislature of any State, the Executive thereof may make temporary Appointments until the next Meeting of the Legislature, which shall then fill such Vacancies*.
So what happened?
Our Senate is now filled with fat cat career politicians that look at the Senate as a means to gain power, prestige, fame and fortune.
These Senators do not represent their states, nor the people in the state. Most have not personally run their own businesses (although many do own them), nor do they have any realization of the realities of American life.
Instead of meeting rarely, the Senate meets almost year-round. Instead of paying their own way, the Senators have huge staffs and several large offices.
Instead of dealing with matters “immediately” important, matters are delayed indefinitely (and forgotten) while insignificant or foolish laws are rushed through the process.
Instead of the only divisions being when each class is voted into office, there is a huge seniority system of classes and subclasses. Only the top dogs get a say in what happens in the Senate. All the sub-classes are to obey their peers, not their conscience, or face boycotting and isolation.
