Immediately after they shall be assembled in Consequence of the first Election, they shall be divided as equally as may be into three Classes. The Seats of the Senators of the first Class shall be vacated at the Expiration of the second Year, of the second Class at the Expiration of the fourth Year, and of the third Class at the Expiration of the sixth Year, so that one third may be chosen every second Year; and if Vacancies happen by Resignation, or otherwise, during the Recess of the Legislature of any State, the Executive thereof may make temporary Appointments until the next Meeting of the Legislature, which shall then fill such Vacancies*.

Speed of organization needs to be handled quickly so that people do not have an opportunity to sway and distort fair decision making.
The things that God does are immediate in nature. There is no lag or activation time. When He speaks, it is done.
Much time is wasted posturing before an event, instead of getting to the business at hand.
Revelation 4:2, "And immediately I was in the spirit: and, behold, a throne was set in heaven, and one sat on the throne."
Getting started immediately demonstrates diligence and self-control.
Proverbs 25:28, "He that hath no rule over his own spirit is like a city that is broken down, and without walls."
Romans 12:8, "Or he that exhorteth, on exhortation: he that giveth, let him do it with simplicity; he that ruleth, with diligence; he that sheweth mercy, with cheerfulness."
