The Senate of the United States shall be composed of two Senators from each State, chosen by the Legislature thereof* for six Years; and each Senator shall have one Vote.

A Senate is to represent the interests of State government
The Biblical concept of a senate is a group of elders who have proven themselves wise, who watch the functions of government.
God gives senators wisdom.
Psalm 105:22, "To bind his princes at his pleasure; and teach his senators wisdom."
They decide the difficult cases.
Acts 5:21, "And when they heard that, they entered into the temple early in the morning, and taught. But the high priest came, and they that were with him, and called the council together, and all the senate of the children of Israel, and sent to the prison to have them brought."
James Madison explained that the senatorial trust requires a greater knowledge and character that can only come later in life.
Alexander Hamilton felt that the Senate would not need to meet except for a couple months each year. It was mainly to concern itself with foreign treaties and the balance of power between states.
It also was to review government appointments and accept or reject them.
