The U.S. Constitution in Light of Eternity

by Rev. Clinton Macomber

Article 1, Section 2, Paragraph 5

What Happened?

The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment.

Impeachment in the Millennium

Impeachment power is important in providing a means to limit power.

This study is to consider historical examples of valuable material for a millennial kingdom and beyond. Before examining impeachment, we must consider the validity of impeachment in future kingdoms.

When Christ returns, every official is going to hide and be brought low.

Isaiah 2:11, "The lofty looks of man shall be humbled, and the haughtiness of men shall be bowed down, and the LORD alone shall be exalted in that day."

This means that we will have to organize our realms to function. New leaders will have to be found and appointed, unless we simply handle things ourselves. There is a big check point after the first 1000 years. Satan is loosed and gathers everyone he can on a suicide mission. This will eliminate any with tendencies to do evil.

Revelation 20:3-10, "And cast him into the bottomless pit, and shut him up, and set a seal upon him, that he should deceive the nations no more, till the thousand years should be fulfilled: and after that he must be loosed a little season. And I saw thrones, and they sat upon them, and judgment was given unto them: and I saw the souls of them that were beheaded for the witness of Jesus, and for the word of God, and which had not worshipped the beast, neither his image, neither had received his mark upon their foreheads, or in their hands; and they lived and reigned with Christ a thousand years. But the rest of the dead lived not again until the thousand years were finished. This is the first resurrection. Blessed and holy is he that hath part in the first resurrection: on such the second death hath no power, but they shall be priests of God and of Christ, and shall reign with him a thousand years. And when the thousand years are expired, Satan shall be loosed out of his prison, And shall go out to deceive the nations which are in the four quarters of the earth, Gog and Magog, to gather them together to battle: the number of whom is as the sand of the sea. And they went up on the breadth of the earth, and compassed the camp of the saints about, and the beloved city: and fire came down from God out of heaven, and devoured them. And the devil that deceived them was cast into the lake of fire and brimstone, where the beast and the false prophet are, and shall be tormented day and night for ever and ever."

There may be times at the beginning when we need to change leadership.

Reasons for Impeachment

Citizens are punished because of their leaders.

When God rejects leaders, it is important they get replaced with qualified ones. God chided Samuel for not anointing a new king when Saul was rejected.

1 Samuel 16:1-13, "And the LORD said unto Samuel, How long wilt thou mourn for Saul, seeing I have rejected him from reigning over Israel? fill thine horn with oil, and go, I will send thee to Jesse the Bethlehemite: for I have provided me a king among his sons. And Samuel said, How can I go? if Saul hear it, he will kill me. And the LORD said, Take an heifer with thee, and say, I am come to sacrifice to the LORD. And call Jesse to the sacrifice, and I will shew thee what thou shalt do: and thou shalt anoint unto me him whom I name unto thee. And Samuel did that which the LORD spake, and came to Bethlehem. And the elders of the town trembled at his coming, and said, Comest thou peaceably? And he said, Peaceably: I am come to sacrifice unto the LORD: sanctify yourselves, and come with me to the sacrifice. And he sanctified Jesse and his sons, and called them to the sacrifice. And it came to pass, when they were come, that he looked on Eliab, and said, Surely the LORD’S anointed is before him. But the LORD said unto Samuel, Look not on his countenance, or on the height of his stature; because I have refused him: for the LORD seeth not as man seeth; for man looketh on the outward appearance, but the LORD looketh on the heart. Then Jesse called Abinadab, and made him pass before Samuel. And he said, Neither hath the LORD chosen this. Then Jesse made Shammah to pass by. And he said, Neither hath the LORD chosen this. Again, Jesse made seven of his sons to pass before Samuel. And Samuel said unto Jesse, The LORD hath not chosen these. And Samuel said unto Jesse, Are here all thy children? And he said, There remaineth yet the youngest, and, behold, he keepeth the sheep. And Samuel said unto Jesse, Send and fetch him: for we will not sit down till he come hither. And he sent, and brought him in. Now he was ruddy, and withal of a beautiful countenance, and goodly to look to. And the LORD said, Arise, anoint him: for this is he. Then Samuel took the horn of oil, and anointed him in the midst of his brethren: and the Spirit of the LORD came upon David from that day forward. So Samuel rose up, and went to Ramah."

It took quite a few years before Saul died and was removed from office. His being left in office enabled him to do evil, hunt David and bring a 3 year drought after he died (II Samuel 21).

Saul died, but it took a few years before David was given the kingdom. It is unfortunate the people were not ready to elect God’s man to office.

If a nation does not respect the poor (protect orphans, widows, and the poor) then God destroys the land and the kingdom. Getting rid of bad leadership is a means of preserving a nation.

Jeremiah 22:3-5, "Thus saith the LORD; Execute ye judgment and righteousness, and deliver the spoiled out of the hand of the oppressor: and do no wrong, do no violence to the stranger, the fatherless, nor the widow, neither shed innocent blood in this place. For if ye do this thing indeed, then shall there enter in by the gates of this house kings sitting upon the throne of David, riding in chariots and on horses, he, and his servants, and his people. But if ye will not hear these words, I swear by myself, saith the LORD, that this house shall become a desolation."

The threat of impeachment should motivate leaders to reject evil and cleave to what is right and fair. This establishes their reign.

Proverbs 16:12, "It is an abomination to kings to commit wickedness: for the throne is established by righteousness."

Proverbs 20:28, "Mercy and truth preserve the king: and his throne is upholden by mercy."

Impeachment proves the Law of God supersedes the personality and position of a leader.

A leader is a priest unto God. He is there to represent God’s will to the citizens. His authority comes from God, Romans 13. His authority can be removed by God.

When a leader sins, the people suffer. David did a census and 70,000 died, II Samuel 24:10-15.

Nations cannot be rewarded or punished in the next world, so God’s reaction is now.

Jeremiah 5:26-29, "For among my people are found wicked men: they lay wait, as he that setteth snares; they set a trap, they catch men. As a cage is full of birds, so are their houses full of deceit: therefore they are become great, and waxen rich. They are waxen fat, they shine: yea, they overpass the deeds of the wicked: they judge not the cause, the cause of the fatherless, yet they prosper; and the right of the needy do they not judge. Shall I not visit for these things? saith the LORD: shall not my soul be avenged on such a nation as this?"

How to Impeach

kicked

The Constitution only empowers the House to Impeach. This is a vote to have an officer indicted with charges of a crime that should bring removal from office.

The Senate then holds a trial on these impeachments.

There is a problem in that majority opinion is rarely right. It was wrong about Noah, at Babel, Kadesh-Barnea, the Golden Calf, Jeremiah, and Christ. It was hoped that those representing the common citizen, would have discernment to use this tool properly and appropriately, and not be swayed by public sentiment.

Another problem is that God gives the rulers we deserve. Impeachment can limit the powers of evil leaders.

Psalm 75:6-8, "For promotion cometh neither from the east, nor from the west, nor from the south. But God is the judge: he putteth down one, and setteth up another. For in the hand of the LORD there is a cup, and the wine is red; it is full of mixture; and he poureth out of the same: but the dregs thereof, all the wicked of the earth shall wring them out, and drink them."

False teachers and wicked politicians are lumped together.

Jeremiah 5:30-31, "A wonderful and horrible thing is committed in the land; The prophets prophesy falsely, and the priests bear rule by their means; and my people love to have it so: and what will ye do in the end thereof?"

Matthew 7:15, "Beware of false prophets, which come to you in sheep’s clothing, but inwardly they are ravening wolves."

Isaiah 5:20, "Woe unto them that call evil good, and good evil; that put darkness for light, and light for darkness; that put bitter for sweet, and sweet for bitter!"
