When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.
So what happened?
The original law regarding vacancies is well thought out. By very definition a representative of people has to be chosen by them.
Things were changed and now the power of the state can appoint a replacement for the balance of the term.
This is dangerous, because such a person wields great power and influence at this level. It may be enough to establish their power.
Speakers have gained too much power. The title suggests the limits of their power was to be to speaking and keeping things in order.
