The U.S. Constitution in Light of Eternity

by Rev. Clinton Macomber

Article 1, Section 2, Paragraph 4

What Happened?

When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies.

Executive Authority

The Spirit of God grants Authority.

The Federal Constitution did not desire to impose titles of state government. So they used this term of executive authority. This means governor to us today.

This power was mentioned as being the carrier of the special royal ring. Possession of this ring enabled the carrier to sign laws into being.

Esther 3:12, "Then were the king’s scribes called on the thirteenth day of the first month, and there was written according to all that Haman had commanded unto the king’s lieutenants, and to the governors that were over every province, and to the rulers of every people of every province according to the writing thereof, and to every people after their language; in the name of king Ahasuerus was it written, and sealed with the king’s ring."

There is a greater meaning in Scripture attached to this authority, because it stems from the imparting of the Spirit of God. The judges were given this, and were able to free Israel from their oppressors and correct the wrongs among the Israelites because of it.

Judges 3:10, "And the Spirit of the LORD came upon him, and he judged Israel, and went out to war: and the LORD delivered Chushanrishathaim king of Mesopotamia into his hand; and his hand prevailed against Chushanrishathaim."

Judges 11:29, "Then the Spirit of the LORD came upon Jephthah, and he passed over Gilead, and Manasseh, and passed over Mizpeh of Gilead, and from Mizpeh of Gilead he passed over unto the children of Ammon."

Prophetically, Israel will get a king, who is a son of Jesse (David) who has the seven spirits giving executive authority.

Isaiah 11:1-5, "And there shall come forth a rod out of the stem of Jesse, and a Branch shall grow out of his roots: And the spirit of the LORD shall rest upon him, the spirit of wisdom and understanding, the spirit of counsel and might, the spirit of knowledge and of the fear of the LORD; And shall make him of quick understanding in the fear of the LORD: and he shall not judge after the sight of his eyes, neither reprove after the hearing of his ears: But with righteousness shall he judge the poor, and reprove with equity for the meek of the earth: and he shall smite the earth with the rod of his mouth, and with the breath of his lips shall he slay the wicked. And righteousness shall be the girdle of his loins, and faithfulness the girdle of his reins."

Without this spirit, authority is evil.
