Article 1, Section 2, Paragraph 3
Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.* The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative; and until such enumeration shall be made, the State of New Hampshire shall be entitled to chuse three, Massachusetts eight, Rhode-Island and Providence Plantations one, Connecticut five, New-York six, New Jersey four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five, and Georgia three.
Exclusions
God creates people equal, what they do afterwards changes that.
To save space all the deleted parts have been left out. What were they?
The census method was to add up all the “free” people, including those with terms of service. Non-tax-paying Indians were excluded. All other people were figured at 3/5ths their count.
This was later changed to include all people regardless of class.
The other part cancelled was the allocation to the 13 states of representatives.
Indians that do not pay taxes were again excluded in Amendment 14.
With the abolition of slavery, all people were given an equal chance to vote as long as they met certain age requirements and were not a criminal.
God created people in His own image.
Genesis 1:26, "And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth."
God offers life and creates each person. Good governance learns to respect this as directed by God’s Word.
Malachi 2:10, "Have we not all one father? hath not one God created us? why do we deal treacherously every man against his brother, by profaning the covenant of our fathers?"
Our Constitution was corrected to protect the rights of citizens, allowing all to vote for representation.
