Article 1, Section 2, Paragraph 3
Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.* The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative; and until such enumeration shall be made, the State of New Hampshire shall be entitled to chuse three, Massachusetts eight, Rhode-Island and Providence Plantations one, Connecticut five, New-York six, New Jersey four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five, and Georgia three.
Apportioned to the States
Apportion is to allocate the payment of funds.
This tax and representatives were to be apportioned by the states. This means they were allotted to the states to handle.
This kept the Federal Government from collecting a tax and distributing the money. Instead each state would be responsible to see a Representative was elected, qualified and taxes collected to pay expenses.
Apportioned is a Greek word found in Scripture. In Hebrews it refers to the tithe that Abraham “gave” Melchisedec.
Hebrews 7:2, "To whom also Abraham gave a tenth part of all; first being by interpretation King of righteousness, and after that also King of Salem, which is, King of peace;"
It refers to the marital status that people find themselves “distributed” of being married or single.
1 Corinthians 7:17, "But as God hath distributed to every man, as the Lord hath called every one, so let him walk. And so ordain I in all churches."
God has “dealt” to every man the measure of faith.
Romans 12:3, "For I say, through the grace given unto me, to every man that is among you, not to think of himself more highly than he ought to think; but to think soberly, according as God hath dealt to every man the measure of faith."
The inheritance was divided or apportioned.
Luke 12:13, "And one of the company said unto him, Master, speak to my brother, that he divide the inheritance with me."
This word indicates that the tax would come from one’s income.
